Kelsey Gavigan is an accomplished educational leader with more than 12 years of experience supporting students, educators, and families across diverse K–12 communities. Throughout her career, she has served in multiple Assistant Principal roles within high-performing charter networks, where she led special education programming, coached teachers across disciplines, and implemented innovative systems that improved instructional quality, teacher retention, and student outcomes.

Specializing in special education leadership, Kelsey brings deep expertise in compliance management, teacher development, and data-driven decision-making. She has successfully designed and scaled inclusive programs that ensure all students — particularly exceptional learners — have equitable access to high-quality education and the resources they need to thrive.

As the Network Director of Student Services at Freire Schools, Kelsey is excited to collaborate with school leaders, educators, and families to build strong systems, empower teachers, and advance Freire’s mission of building the future one student at a time.
